Cohere has never chased the consumer market, and Command A+ is the result of that focus: a quick model designed to sit on top of a company's own documents, with citation behaviour, reranking and private deployment treated as first-class features rather than add-ons. For internal knowledge work it is a better fit than a general frontier model. Ask it to write code or reason abstractly and it falls behind.
